The nuclear industry continues to evolve and become more global. With the introduction of advanced reactor designs and more viable options for small modular reactors, more countries may be exploring the introduction of nuclear power and research. This paper will identify existing empirical research on national culture dimensions, cultural traits, and crosscultural leadership theories. This data will then be compared to existing nuclear security technical guidance from the International Atomic Energy Agency, the World Institute for Nuclear Security, and related global nuclear advocates. With this comparative analysis, key factors will be identified which may be useful for the next generation nuclear decision maker to adapt and embrace cultural differences. Results from this paper may also be valuable in creating training and education initiatives where multinational participants are involved. Woven throughout this work will be a foundation that ties together the key components of a strong nuclear security culture and behavioral analysis element.
