Abstract
Nuclear fuel is now an object of commerce and international trade. Fissile isotopes are a commodity of great economic significance, but with national security implications. Individuals who, by virtue of their position in government and industry, make decisions about the disposition and utilization of these materials are not only affecting corporate profitability, but also public safety, environmental quality and national security. Such individuals are in fact members of a new profession, and as such should be subject to "certification" or licensing.
