Abstract
A systematic analysis of a physical protection system (PPS) is discussed. As background for this discussion, an approach for addressing system adequacy from rulemaking through the regulatory process of licensing and inspection is presented. This approach includes drafting of regulations, the design of a PPS in compliance with these regulations, and subsequent analysis of the PPS. In this context, analysis consists of three major elements - evaluation, assessment, and inspection, which are defined in this paper. Several analysis techniques developed under NRC or DOE sponsorship are discussed with respect to their application in addressing these major elements. This discussion includes a brief description of the techniques and their utility of the performing PPS analysis.
