Abstract
One of the most troublesome areas for shipper-receiver differences is scrap processing. The case discussed in this paper is such a shipper—receiver difference. A fuel fabricator shipped a quantity of scrap from U-A1 alloy fuel fabrication to a scrap processor for uranium recovery for the account of the fuel customer. The customer also shipped similar scrap to be combined with and processed with the fabrication scrap. Based on scrap dissolver solution analyses a shipper-receiver difference of about 15% developed. Because the shipper-receiver difference represented a significant quantity of uranium from a safeguards standpoint, the USAEC Division of Nuclear Materials Management undertook to investigate the shipper-receiver difference. This paper describes the situation leading to the shipper-receiver difference, the steps taken in the investigation, and the conclusions reached from the investigation.
