Abstract
I am certain that all of you realize that the approach to this problem, and the attitude toward its solution, which is taken by a prime contractor of the AEC, differs in varying degrees from that taken by industry, or by the AEC itself. I would also like to assure you that although I am associated with the Argonne National Laboratory, the opinions which I am going to express do not necessarily represent the attitude of Argonne specifically, or the National Laboratories in general. Some of my ideas may seem almost heretical to some of you here, but if you will bear with me, I think I can demonstrate the logic behind them.
