Abstract
At last year's meeting we explained that we were in the process of issuing license amendments to incorporate requirements deemed essential for the safeguarding of special nuclear material. We completed these actions shortly after that meeting and have now had a1most one full year of experience inspecting for compliance against the new requirements. For the information of those of you who are not familiar with our program, the special nuclear material licenses which we have amended are licenses authorizing the possession of more than 5 kilograms of uranium 235> uranium 233, Plutonium, or combinations of these, in unsealed form. There are some 35 licenses in this category, covering operations throughout the country at conversion, fabrication and scrap recovery plants, a reprocessing plant, and research and development laboratories. The license conditions which we have incorporated are substantially the same for all operations. A summary of the license conditions is attached.
