Abstract
It is very pleasant for me to be with you at Cincinnati on the occasion of the 19th Annual Meeting of the Institute of Nuclear Materials Management. I am honoured by your invitation to present a paper here, because your professional society is very well known in the world and it is the only one dedicated exclusively to nuclear materials management and safeguards. My task is to deal with the International Atomic Energy Agency's (IAEA) view on the implementation of its safeguards in the United States. As you know this implementation is still under preparation and the main Agency views were included in the drafts of the Safeguards Agreement and Protocol which are now under consideration by the US Senat. Le me there- fore concentrate on these basic documents for safeguards implementation in the USA. In December 196?, the President of the USA stated that once safeguards under the Non-proliferation Treaty (NPT) would be applied, the United States would permit the IAEA to apply safeguards to all nuclear activities in the USA, excluding only those with direct national security significance.
