Abstract
I would liice to address myself briefly at the beginning- to the idea of international nuclear safeguards. There appears to be an inherent conflict between the increasing demnn-i for nuclear power, and the amounts of nuclear material required to meet this demand, and-the need to reduce the dangers involved in the availability of an ever increasing quantity of such material. In order to cope with this conflict it is essential that an effective system of safeguards should gain wide acceptance. The Treaty on the Non-Proliferation of Nuclear Weapons provides for the application of suob safeguards and rioes indeed appear to be gaining wide-spread adherence. It raises many new problems in its application of which the solution requires: time and the active cooperation of all the Partien concerned. It should also be pointed out that the Treaty not only makes provision for safeguards controls but also aims at promoting co-operation in the peaceful applications of atomic energy.
