Abstract
I certainly appreciate the opportunity to meet with you to discuss 10 CFR Part 73, the new rule the Commission adopted recently for the \"physical protection of plants and materials\". This rule has strengthened protection requirements substantially in several areas, but certain basic and fundamental changes still need to be made to improve it. Certain additional measures are needed before we will have a sound program, particularly for the protection of material with the greatest strategic value. I have some thoughts and ideas I'd like to present for your consideration with respect to these matters. My thesis this afternoon is not to criticize. It is to advocate some changes in the program which, in my opinion, will make it more realistic and more effective. Since my time is quite limited, I will confine my discussion to a few of the moreimportantareastotrytoaccomplishmyobjective.
