Abstract
This paper is largely philosophical in its content. I believe this is appropriate because the philosophical aspects are the essence of the problem of developing a suitable radioactive waste management system. My intent is to stimulate rational thinking about this important part of the nuclear fuel cycle as well as providing information and perspective on the systems being developed for it. The paper quotes fen numbers. I have found that too much importance is attached to extrapolated or otherwise postulated numbers ?.nd these cloud the issus in any discussion cf the important elements of this topic. As with nuclear materials safeguards it doesn't matter if ive have 100 or 100,000 units of material to manage. It must all be treated as though the failure leading to the loss of one unit would be sufficient to jeopardize the effectiveness of the entire system.
