Abstract
With the increasing possibility of terrorist action directed against a nuclear facility, there exists a need for preparing security departments for such an exigency. The traditional view is to let the police handle these matters. Very often, however, the delay between a hostage incident and the arrival of a proper police response can be considerable. Nuclear security personnel should, at least, be aware of the techniques for handling this threat so that a planned and systematic approach can be taken if it ever becomes necessary. In a hostage situation, the crucial first hour is literally a matter of life and death. Actions or inactions during that time in general will set the tone for all later developments.
