Abstract
Sandia Laboratories is responsible for the Nuclear Regulatory Commission's program to develop evaluative methodologies for transportation safeguards systems. This paper describes the development of the program plan. The plan is structured upon a dual basis: (1) the relations among objectives, missions, function, and components, and (2) the study of fundamental transit event sequences. The derived program schedule is highlighted.
