Abstract
Many developing countries are either actively considering or have already made the decision to proceed with nuclear power development programs. The desire to limit proliferation of nuclear weapons, weapon systems, and special nuclear material which potentially could be used for nuclear weapon programs, Has received increased world-wide attention. The U.S. Congress is increasingly concerned that U.S. nuclear export activity be subjected to ever more stringent controls. In this context it is essential to ensure that adequate information about safeguards measures and their effectiveness be in the hands of safeguards systems designers in developing countries.
