DEVELOPING EQUIPMENT FOR SAFEGUARDS USE BY THE IAEA

Abstract
The IAEA is currently bringing into routine use safeguards equipment based on new technology. In many cases, bringing this new equipment to the point of routine use has required a surprisingly long time. This survey of equipment development is directed at describing the experience gained in introducing new equipment for IAEA safeguards. The experience reported has been obtained under the U.S. Program of Technical Support for Agency Safeguards (POTAS). The conclusions of this experience suggest that the most effective activities involved in bringing equipment developments into routine use are the successful completion of field testing, with participation by all interested parties, and technical support during procurement.
