Abstract
The purpose of this paper is to relate some of Transnuclear' s experiences in attempting to satisfy the NRC regulations, describe the instances where difficulties were encountered in satisfying these regulations and to suggest some areas where the regulations should be modified. It would appear that a more thorough evaluation of some of the operational restrictions associated with international transport could have alleviated some of the problems now being faced. One of the regulations (73.35(b)) requires that shipments be preplanned to avoid storage times in excess of 24 hours. The preplanning aspect versus the reality of any given transfer which could be affected by all of the uncertainties of air transfer will be discussed in some detail including the \"alleged violations\" involving such transfers which may be imposed even when assignable to Force Majeure.
