Abstract
The design, development, and evaluation plan for the physical protection system of the Consolidated Fuel Reprocessing Program's Hot Experimental Facility is described. Emphasis is given to planning the inclusion of safeguards during both design initiation and conceptual design of the facility. The tasks necessary for the physical protection system development are described and the approach for interfacing with the facility designers during the system design and evaluation is presented. Experience with effectiveness evaluation techniques during the conceptual design of the facility is discussed by addressing the requirements, benefits, and usefulness of the available evaluation tools during different design stages.
