IAEA Safeguards from a United States Perspective

I would first like to say that it is a pleasure to address members of the Institute on the subject of the safeguards of the International Atomic Energy Agency, the IAEA. I especially appreciate the opportunity because of the contributions that Institute members have already made to IAEA safeguards and the increasingly important role we can anticipate for the future. International safeguards have long been of major importance to the United States and will be even more so in the future. Upon his arrival in Vienna last month, President Carter noted the reliance that all nations place on IAEA safeguards, and in the joint communique from that summit meeting the importance of these safeguards was stressed and continued efforts to strengthen IAEA safeguards were pledged.
