It has long been recognized that technical excellence alone will not be sufficient to successfully site a geologic repository for the permanent disposal of high-level radioactive waste. It is equally necessary that those who stand to be affected most by the program, the public and their representatives, are given ample opportunities to participate and that their concerns are heard and addressed. This paper highlights the planned and ongoing efforts of the Department of Energy to address these institutional challenges.
