Abstract
The Direction of Military Applications of the French Commissariat a 1'Energie Atomique, initiated in 1986 the \"MACH PROGRAM\" to improve the efficiency-cost ratio of physical protection investments . The purpose of the first step, MACH 1, is to identify and prioritize the potential targets, and is described in a different paper. The purpose of the second step, MACH 2, is to assess the physical protection system of each sensitive target. MACH 2 started at the end of 1987 and will be completed in 1989. An original method has been developed for the assessment. For each target, the protection provided by the obstacles and detection systems, is modelized. Then a complete inventory of all possible assault scenarios resulting from the three threats we considered, is achieved by using grids in which we can find the response to the questions \"where, when, how\". The most critical scenarios for the defender are indentified, (absence of detection system or detection which can be bypassed), and when the detection system is efficient the time for the security force to act is compared to the assault time (real measure). Upgrades to be added to the protection^ system result from the analysis of all these scenarios. Once again, this method can be used by non security specialists.
