Abstract
In this paper an attempt is made for each category of the safeguards measures, namely nuclear material accountancy, measurement techniques and containment and surveillance, to establish its degree of development today and its future trends. An estimation is made of the R and D effort in terms of manpower in the principal countries active in this field. An analysis is finally made on the needs of development effort for international safeguards in the above mentioned areas for the existing and future fuel cycle facilities.
