Experience with IAEA Safeguards at a Japanese LEU Fuel Fabrication Facility

Japan ratified the NPT and concluded a Safeguards Agreement under the NPT between Japan and IAEA in March 1977. In consequence of this, Japanese government safeguards-related regulations were revised to meet all NPT safeguards requirements, and the new regulations were put into force in December 1977; this was immediately followed by the action of all the facilities to adapt themselves to the NPT requirements. Figure 1 shows the relationship between the varfous elements of safeguards under the NPT.
