Abstract
The U.S./Russia Government-to-Government Cooperative Program for Material Protection, Control and Accounting (MPC&A) was established in an agreement between the Department of Defense of the United States and the Ministry of the Russian Federation for Atomic Energy (MINATOM). The goal of this program is to attain certain rapid progress in the improvement of nuclear material protection, control, and accounting in the Russian nuclear complex. One program element of materials control and accounting (MC&A) in the United States is the use of tamper-indicating devices (TIDs) as a layer of ‘defense in depth’ protection against possible theft amlor diversion of nuclear materials. A TID Workshop was developed in the U.S. for implementation throughout Russia as a means for MPC&A. This paper describes the development, implementation, and results to date of the TID Workshops.
