Abstract
This paper is based upon a report prepared by the authors for the Office of Nuclear Regulatory Research of the U.S. Nuclear Regulatory Commission (NUREG-1056/NRC-13, January 1977) in which the nature and significance of the white-collar crime challenge to nuclear safeguards systems are discussed. The paper first describes the elements of white-collar adversary acts which distinguish them from the acts of other types of adversaries. Next the paper discusses the nature of the white-collar adversary and presents a conceptual schema in which the motivational structures and related objectives of this adversary are portrayed. Adversary acts deriving from system-motivations, position-motivations and individual-motivations are described. Finally, the significance of the white-collar adversary to both the domestic and international nuclear industries is addressed and a justification provided for the inclusion and proper consideration of this adversary In any comprehensive threat analysis.
