Abstract
I am honored by your invitation to speak on my favorite subject. I always enjoy coming to Las Vegas. It is certainly one of the most fascinating cities in the United States and provides a welcome relief from the sometimes tedious and often bureaucratic operations of the Federal government. The theme of this 10th Annual Conference is to both look back at the last 10 years to see what progress has been made, and also to look forward to the next 10 to try and postulate where we are going. The former is always a useful exercise since we often get bogged down in the day-to-day details of our work and lose sight of our progress. Only by a measurement technique such as this can we really evaluate whether our efforts have been useful or useless. It is also good to look ahead to the next 10 years because this type of thinking helps us establish some clear goals and methods of reaching those goals.
