Abstract
The Department of Energy (DOE) Standards and Criteria (S&C) provide the framework upon which Office of Security Evaluations (OSE) inspections of safeguards and security at DOE facilities are conducted. The S&C were created to assure that inspections are comprehensive, standardized to the extent possible and accurately reported in meaningful terms, and that assessments are objective. With these goals in mind, the desirable attributes of a standard and its associated criteria are relevance, inspectabi1ity, and limited need for inspector judgement.
