Abstract
IAEA safeguards play an important role in U.S. non-proliferation policy. This paper presents the U.S. Program of Technical Assistance to Safeguards of the IAEA (POTAS). The program addresses needs for new equipment and techniques, system studies, training, assistance for IAEA information treatment, and cost free experts. A major effort is directed at equipment for nondestructive assay and for optical surveillance. Methodologies are being developed for assessing the effectiveness of safeguards. Other U.S. programs also provide technical support. The international community and the U.S. should continue to provide such technical support to help assure IAEA safeguards are able to meet the challenge faced now and to increase the probability of providing adequate assurance in the future.
