Abstract
Those of us in the field of international safeguards are, I think without exception, enthusiasts about our work and welcome an opportunity to discuss our goals, both those achieved and those we have yet to realize. There are three principal organizations currently carrying out safeguards inspections. My colleagues, Messrs. Buchler and Miranda, will describe the International Atomic Energy Agency and Euratom respectively, and I will attempt a description of the U.S. bilateral system and its relation with the other two.
