Abstract
In February 1975 as an outgrowth of previous USAEC considerations on the widescale recycling of plutonium in light-water reactors, the NRC directed that an effort to determine a safeguards program for plutonium recycle be established and named this effort the \"NRC Special Safeguards Study\" (SSS).[1] The objectives of the SSS were: (1) to assess systematically the upgrading safeguards measures identified in the draft GESMO[2] and to develop a safeguards plan for the protection of plants and materials in the plutonium recycle or high-enriched uranium fuel cycle; (2) to supplement the Security Agency Study[3] by providing information on threats, safeguards system vulnerability, physical protection of SSNM and other related issues; and (3) to conduct the safeguards analysis necessary for the Nuclear Energy Center Site Survey[4] giving consideration to dispersed sites, collocation of reprocessing and fabrication plants, and combined energy centers. The measures included in the SSS and the extent to which each was studied are described in Reference 1.
