Abstract
The Federal investment in Research and Develop- ment is now $20 billion per year in its Federal laboratories. Federal laws, executive actions, and the Nation's needs all mandate effective cooperation be- tween the laboratories and the Nation's companies, universities and State and local governments. The legal authorities exist, and the cooperation methods have been developed, to permit this activity to grow stronger in coming years.
