Abstract
Available technology has been applied to observing personnel and material movements as a means for providing earlier detection of errant insider activities. A demonstration system utilizing proximity badges, bar codes, and dynamic tamper indicators has been installed and evaluated for effectiveness in monitoring personnel and item movements. The dynamic tamper indicators were also installed at another facility to evaluate their effectiveness as both an insider protection element and a near real-time inventory monitor. Studies to support these and other applications confirm that the manner in which cost effective insider protection can be provided is much more site-specific than are outsider protection schemes.
