Abstract
Safeguards implemented by IAEA is essential if the peaceful use of nuclear power is to be continued in the framework of the non-proliferation objectives of the United States of America and of other nations of the world. To increase the ability of the IAEA to apply safeguards effectively, and to ensure that IAEA does not lack technical assistance which the U.S. could readily supply, the U.S. Congress authorized funds to establish such assistance. The U.S. Program of Technical Assistance to Safeguards (POTAS) is the vehicle to supply this support.
