Abstract
Luch, a MINATOM facility 35 km south of Moscow, has been engaged in both scientific research and uranium processing for 50 years. Since the spring of 1996, Luch has participated in a program of U.S./Russia Cooperation in Nuclear Material Protection, Control, and Accountability (MPC&A) Upgrades. The Scientific Research Institute of the Scientific Industrial Association (SRI SIA) Luch processes and stores significant quantities of highly enriched uranium (HEU) on site. Because the stored material is attractive and available, it must be protected from employee theft using upgraded materials control measures. Major upgrades were initiated in FY97 in materials control and additional follow-on projects are planed for FY98.
