SUPPORT PLAN FOR THE ESTABLISHMENT OF SSAC IN THE REPUBLIC OF BELARUS

Abstract
The Technical Support Plan for Nuclear Material Control and Physical Protection in the Republic of Belarus was coordinated among and approved by potential donor countries and the IAEA. Based on the planned activities, the major part of SSAC (State's System of Accounting for and Control of nuclear material) was designed and systems and equipment were selected. Developing and constructing the systems and carrying out necessary training, the first phase activities would be finalized by the end of 1995. The outline of the SSAC to be constructed is: (1) a measurement system in a research center, which includes the U-Pu Inspector System and a portable m u l t i - c h a n n e l analyzer with Nal detector, (2) an information system, which includes two sets of personal computers (PCs) for each of the research center and of the national authority, and software for data handling which is an improved version of FARMS (Facility Record and Report Model System developed by JAERI using dBASE-III). (3) a communication system, which connects the four PCs through telephone lines, and (4) a physical protection system, which is a joint effort among Japan, Sweden, the United States and Belarus.
