Abstract
When a state exports or imports nuclear material, it is important to comply with international norms related to nonproliferation and physical protection such as CPPNM, INFCIRC 225. And it should be preceded to clarify the meaning of the documents. In this paper we analyze CPPNM articles related to international nuclear transport to clarify the subject of assurance that nuclear material is protected at the levels described in Annex I and the role of the states and the shippers involved in the transport.
