Abstract
According to INFCIRC/153, the criteria to be used for determining actual number, intensity, duration, timing and mode of routine inspections of any facility shall include (a) the form of nuclear material, (b) the effectiveness of the SSAC, (c) characteristics of the State nuclear fuel, (d) international interdependence and (e) technical development in the field of safeguards. Authors try to incorporate these criteria into safeguards approach so that achieve an effective and efficient safeguards application. When the new measures are applied, especially taking into consideration that safeguards will be applied to confirm the absence of undeclared nuclear activities, it is reasonable to reconsider safeguards approaches applied to facilities which contain declared nuclear material in such a way that the Agency applies safeguards more effectively and efficiently while avoiding undue interference to the State and nuclear facilities.
