Abstract
The IAEA has utilised a comprehensive set of Safeguards Criteria since January 1991, for application in the period 1991 - 1995. These Criteria have served well their functions as both implementation and evaluation criteria. The criteria specify the acceptance methods for verification of material balance components and the detection probability to be achieved with respect to quantities of nuclear material. Significant new safeguards measures will be introduced into inspection activities in 1997-1998 including environmental sampling and remote monitoring. This paper addresses the issues that will arise in terms of ways to implement the new procedures to ensure increases in efficiency while maintaining effectiveness. Additionally matters relating to evaluation of the attainment of the necessary levels of assurance as to the absence of undeclared nuclear facilities will be canvassed.
