Statistical Techniques to Meet Performance Criteria for the Reduction of Nuclear Material Physical Inventories

Abstract
In response to changing priorities of the Department of Energy (DOE), the Office of Security Affairs (SA) has reevaluated current policy on nuclear material physical inventories. In July 1992, SA issued guidance on the reduction of nuclear material physical inventory requirements. This guidance allowed for the reduction of frequency of physical inventories through the use of alternative safeguards and security measure. One group of measures described are those which provide qualitative or quantitative assurance that no changes have occurred in the material. These measures are subject to performance and design criteria as stated in the July 1992 guidance. This paper describes statistical techniques to demonstrate that data provided from a quantitative measurement system meets the specified performance criteria.
