Abstract
According to the present-day international safeguards practices, separated plutonium is considered to be direct use material and, therefore, requires fairly intensive safeguards measures. Cost benefit analysis of alternative measures is, therefore, pertinent, particularly when the application of such measures is conditioned by a limited budget. The present paper describes an integrated system for IAEA safeguards of plutonium containers in long-term storage areas for which special conditions exist which may permit the use of simplified safeguards measures. The integrated system is expected to provide fast response at reasonable costs for the identification of any anomaly which may be caused by uncontrolled movement of plutonium containers in such storage areas. All the technical devices suggested for the system are in routine use excepting the photoelectric light probe technique, for which a prototype has been tested under field conditions.
