Abstract
This presentation outlines a concept for a Fissile Material Cut-off Treaty (FMCT) that focuses specifically on banning the production of weapons-grade material, defined as weapons-grade plutonium and weapons-grade highly enriched uranium. This approach would simplify the treaty verification arrangements by exempting most of the civilian material and most production of materials for naval applications. By narrowing the scope to weapons-grade materials, this approach takes into account current positions of some key nuclear states. It also significantly simplifies both the treaty structure and verification arrangements while still creating an effective framework for controlling weapons-usable fissile materials. It also creates institutional and technical arrangements for the elimination of existing fissile material stocks.
