Abstract
The Department of Energy requires weekly testing of the surveillance systems used in maintaining physical security at a facility. A newly installed Israeli Taut Wire System at Rocky Flats Plant contains over 2100 wires, and weekly checks of this system are extremely time consuming. This paper presents a sampling procedure for the system that reduces the time spent testing the system by more than a factor of four while still providing a high degree of confidence of detecting whether the system is or is not functioning at an acceptable level. The plan allows one to check 100 percent of the relay points (of which there are 21) and is implemented easily with the aid of an IBM PC.
