Abstract
In a 1979 attempted extortion incident, a contractor employee removed two containers of low-enriched UO2 powder from the General Electric nuclear fuel fabrication facility at Wilmington, North Carolina. The absence of the two containers was detected by the GE safeguards system and an internal investigation initiated before the extortion note was received by the GE management. Appropriate Federal response agencies were marshalled, the individual apprehended, and the material recovered within six days. Official reviews of the incident confirmed that GE's actions were compliant to all regulations and license conditions.
