SAFEGUARDS POLICY AND TECHNICAL METHODOLOGY FROM THE EURATOM PERSPECTIVE

Abstract
Developments during the last two years resulted in policies intended to strengthen the international nonproliferation and safeguards regimes. Examples are the unlimited extension of the NPT, the Comprehensive Test Ban Treaty, the discussions on the so-called Cut-off of Nuclear Weapons material and the IAEA 93+2 Programme. Technical methodology denotes the summary of technical safeguards concepts, approaches and measures to implement nonproliferation policies, safeguards agreements and European directives or laws including those strengthening policies mentioned before. This contribution to the INMM Meeting 1997 describes problems of the technical methodology to implement strengthening measures. Observing the gap between the undeniable progress in nonproliferation policy and the technical methodology, the paper identifies and discusses several measures suitable to meet the challenges to strengthen safeguards not virtually but effectively.
