Abstract
We all understand the importance of peaceful uses of nuclear energy. More nuclear facilities and materials increase the importance of safeguards. Nations have a common interest in controlling proliferation and protecting nuclear materials. Our aim is to work together towards a credible, compehensive safeguards system to meet the common interest. There must be improved safeguards and security coordination and communication among governments, nuclear facility designers and operators, system designers and assessors. DOE is committed to supporting international programs and U.S. government safeguards activities. Meeting the challenge of proliferation calls for improved coordination, communication and cooperation nationally and internationally.
