Abstract
In view of the importance of safeguards in large reprocessing plants, the Government of Japan, in 1987, offered additional financial support to the International Atomic Energy Agency. This support was formalized by the inauguration, in October 1988,of a major international initiative, LASCAR (LArge SCAle Reprocessing). The objective of LASCAR is to assist the IAEA, through provision of information and expert advice, in the development of effective and efficient safeguards for commercial scale reprocessing plants. The participants comprise the safeguards inspectorates, IAEA and Euratom, and five States (Germany, France, Japan, UK and USA) who operate, or intend to operate, large reprocessing plants, or who are actively engaged in developing safeguard techniques for such plants.
