Abstract
A conceptual design for a CANDU used fuel disposal centre is being developed in Canada. Safeguards and security are essential elements of used fuel disposal; they are also related in certain aspects i.e., surveillance may be a feature of both safeguards and security. The methodology of developing safeguards and security design criteria for a conceptual Canadian used fuel disposal centre are discussed and the design requirements described. The principal design requirements are that the used fuel disposal centre in all its life cycle phases, (a) meets the requirements of the IAEA safeguards program and (b) has security provisions to meet Canadian Atomic Energy Control Board regulatory and licensing requirements.
