Abstract
For a nuclear facility, Safeguards and Security Transitioning refers to a scheme or method conceived before hand through which management will direct, control and monitor the protection of security assets during the conversion of a nuclear weapons production plant to a new condition. One of the major problems encountered during the transition process is the determination of what safeguards and security requirements will be applicable both during and after transition. This process involves a number of distinct actions: I. Initial Screening Assessment, II. Pre-Transition Facility Characterizations, in. Post-Transition Facility Characterizations, IV. Site Wide Assessment, and V. Final Facility Assessment Prior to Disposition. The result of this process is a systematic approach to the planning of protection strategy for safeguards and security assets throughout the transition process.
