Abstract
It is a pleasure to participate once again in the Institute of Nuclear Materials Management annual meeting. For a ll of us in the busi- ness of safeguarding special nuclear material, this has been quite a year, what with — • Important new AECphysical protection and material accountability regulations proposed and then put in place andimplemented. • Reports issued by study groups inside and outside the AEC calling for even more stringent regulatory require- ments to protect nuclear materials andfacilities. • New Commission initiatives to reanalyze objectives and measures to handle old and newproblems in a changing world. • And, indeed, special attention to safeguards legislation by Congress in connection with the ERDA/NEC split.
