Abstract
The Safeguards Accountability Network (SAN) is an on-line accountability system used by Rocky Flats Plant to provide accountability control of its nuclear material inventory. The system is also used to monitor and evaluate the use of the nuclear material inventory against programmatic objectives for materials management. The SAN system utilizes two Harris 800 Computers as central processing units. One machine is used as a dedicated safeguards accountability production system while the other machine is used as a development system and backup to the production system. The production system is driven by terminals located in the offices of the Material Balance Area (MBA) custodians. The SAN system is protected by a multi-layered password access security system. Functions are provided to record inter and intra MBA transactions as well as transact business with the DOE automated 741 SACNET System. The SAN System also has the capability of recording physical inventory information and providing immediate feedback on inventory status. A unique feature of the SAN System is the selective \"return to work\" of MBA's which have cleared the inventory process. The system provides the capability of localizing inventory difference to a process within an MBA. Historical records are maintained for all transactions in the system providing a number of audit trails ranging from date and time to type of transaction. The SAN System monitors material utilization by capitalizing on the materials management philosophy that material utilization follows funding for programs. Nuclear material inventories are assigned to projects within Rocky Flats Plant. These inventories are monitored by the use of charge numbers. The system then produces demand reports which summarize the nuclear materials activity by charge number and project. This information is used to evaluate inventory usage against programmatic forecasts. The SAN system is still in its infancy. Enhancement plans are currently being formulated to provide automated data
