Abstract
The purpose of this paper is to present some thoughts on the safeguards role of containment and surveillance which may help plant safeguards managers in two of their most critical tasks. These are: (1) achieving credibility through public understanding, and (2 i applying containment and surveillance in cost-effective ways to existing plants as well as future plants.
