Since that time, the preliminary study, funded by the Nuclear Regulatory Commission has been completed2. This paper describes the results of this study, including the (1) the approach used in the study, (2) definition of the adjusted RBI calculation model and the corresponding error model, (3) factors related to error estimation and tests of significance that can impact the application of the calculation model, (4) data derived from the model reprocessing plant which was used to test the candidate RBI indices, (5) results obtained with the most promising RBI indices, (6) procedure for application of RBI, (7) verification and anomaly resolution, (8) plans for development of a final model for application of the RBI approach,
